Who misjudges the residents of Cooper’s Chase the most? What are the consequences of underestimating the four friends?

I think Ian Ventham underestimates them the most, by far. He underestimates Gordon Playfair, and Ron and all the residents of Cooper’s Chase when they protest the digging up the graveyard. Ventham suffers the consequences because he can’t move forward with his development because the elderly protestors stand in his way. Gordon won’t sell his property to him and the Cooper’s Chase residents host a “sit in” and stop the diggers from being able to get to work. To be fair, he underestimates Tony Curran not wanting to kill him too. So he really underestimates everyone around him. No wonder he gets murdered.
I think DCI Chris underestimates them initially but he slowly comes around. And to be fair he’s initially fooled by Ron and Ibrahim, who put on that performance to trick him into putting Donna on the investigative team.
